Knowledge of the rules by contractors is essential to the full understanding of government contracting processes and contract terms, preparation of successful proposals, sound negotiation planning, and satisfactory performance. Ignorance of the rules can be costly and dangerous to a contractor.

Knowledge of the rules is essential to the maintenance of Congressional and public trust. Many rules are violated because government and contractor acquisition personnel do not know of them or do not properly understand them. The discovery of agency or contractor rule violations, even inadvertent ones, can create an impression of misuse of the taxpayers’ money and of what Professor Steven Schooner of The George Washington University Law School described as “a culture defined by lawlessness.”
